It should be the right of the citizen to enquire of the police-citizen the reason for them, the police-citizen, approaching and making enquiries of them, before having to comply with their request.
It should also be the duty of the citizen to exercise this right, in a reasonable and respectful manner, before complying with the enquiries of the police-citizen.
In societies in which the police is seen as 'the enemy of not only those breaking the law, but the ordinary citizen who is not', then the battle against 'lawlessness' is nearly lost.
